Open Question: What is the name of this old movie with Steve Martin?

I think he was in jail, and while all the prisoners were on a bus, it crashed, and he managed to get away. He then went to a nearby town and stole clothing from a fishing store. Somewhere near the middle/end of the movie, he was in this rich man's house who had gotten a tattoo, and Steve Martin drew one on himself with a pen, but then they decided to go swimming, and the people at that house were staring at him because the ink was coming off.
